Compliance agreement to import foreign soil samples from outside of Hawaii sources for testing purposes in a controlled laboratory environment.  Please contact our lab prior to shipping these type of soil samples as we need to provide you with special labels that take 5 days to order.

Foreign SOIL permit and shipping instructions

Compliance agreement to import soil samples from places outside of Hawaii for testing purposes in a controlled laboratory environment.  

Ship not more than 100g of soil in a securely closed, watertight container (reclosable poly bag of at least 2mil thickness) and enclosed in a second durable watertight container (reclosable poly bag of at least 1mil thickness). Place the containers in a bubble wrap to prevent shifting.

Please print this permit prior to shipping soil samples and place it with your COC, the DOA Quarantine Branch will inspect it.  Attach a PPQ Form 550 Black/White label to the exterior of each shipment being imported under the permit or, in the case of bulk shipment, include the label in the shipping manifest.

All shipment of foreign soil must be shipped by bonded carrier to Anne Antin at HAL’s address or hand-carried (hand –carry is only allowed if name is listed on permits) directly to the Permittee (i.e. Lab Manager) at HAL.

 By participating in the ELPAT program, HAL is an EPA-recognized NLLAP laboratory for paint chips, dust, or soil samples analysis.
